Eight territories, one central bank, one currency, and still eight separate licence applications. The ECCU harmonises the text, not the permission.
Founders arriving in the Eastern Caribbean reasonably assume that one currency and one central bank imply something like passporting: authorised in one member state, operate across all eight. Our own research into regional licensing found no passporting anywhere in the Caribbean. Not within CARICOM, and not within the ECCU despite the shared currency and the shared central bank.
The ECCU model is harmonised legislation enacted separately in each territory. That makes eight applications look alike. It does not make them one. Budgeting for a single regional authorisation and discovering otherwise is a schedule failure that arrives after the product is built.
DCash was the first central bank digital currency issued by a currency union, live across the Eastern Caribbean from 2021. We tracked it because it was the closest thing to a controlled experiment the region will get: a digital payment instrument with a central bank behind it, no transaction fee to the merchant, and an official mandate.
Our research puts its reach at roughly 400 merchants across eight islands in about three years, before it was suspended in early 2026. The conclusion we draw is not that digital payments failed here. It is that zero cost and official backing do not, on their own, move a cash economy. Distribution, merchant support and a reason to use it on the day matter more than the instrument.
Any product that assumes Caribbean consumers will adopt a new rail because it is cheaper should look hard at that number first.
The EC dollar is pegged at 2.70 to the US dollar and has been for decades. A stable peg tempts teams into treating the two currencies as interchangeable. They are not: an amount is a number and a currency, and two amounts in different currencies added together are a number in no currency.
We hold money as integer minor units with an explicit currency everywhere, convert only at an explicit boundary, and never compare across currencies without converting first. That rule sounds pedantic until a cap denominated in one currency silently admits a balance denominated in another — which is exactly the class of bug it exists to prevent.
Design the rail as a row in a table, not as a branch in your code. Territories arrive, instruments are suspended, a new one launches; the products that survive that are the ones where adding or retiring a payment method is a configuration change and a migration, not a rewrite.

Our research found no passporting mechanism in the ECCU or in CARICOM. Treat each territory as its own authorisation until your own counsel tells you otherwise — we are engineers, not lawyers, and this is not advice.
